दिल्ली-मुम्बई एक्सप्रेस हाइवे को जोड़ने वाले 67 किलोमीटर लम्बे जयपुर-बांदीकुई चार लेन ग्रीनफील्ड एक्सप्रेस-वे के निर्माण में बगराना के आसपास स्थित 265 मकान वे दुकानें आड़े आ रहे थे. बुधवार को जिला प्रशासन के सहयोग से इन ढांचों को स्थानीय लोगों की सहमति से तोड़ दिया गया.

जयपुर: जयपुर से दिल्ली की राह अब और आसान होगी. यह सफर अब महज तीन घंटे में पूरा होगा. जयपुर जिला प्रशासन की समझाइश के बाद बगराना के लोगों का विरोध सहमति में तब्दील हो गया और सहमति के बाद बगराना से 265 मकान दुकान और अन्य निर्माण हटा दिए गए. अब मुख्यमंत्री भजनलाल शर्मा के निर्देश पर दिल्ली-मुम्बई एक्सप्रेस हाइवे को जोड़ने वाले 67 किलोमीटर लम्बे जयपुर-बांदीकुई चार लेन ग्रीनफील्ड एक्सप्रेस-वे के निर्माण के लिए जयपुर के बगराना गांव में अवाप्त भूमि पर निर्मित 265 दुकानों, मकानों एवं अन्य निर्माण को हटाने का कार्य पूरा हो गया है. प्रभावितों को मुआवजा भी दे दिया गया है.

जिला कलेक्टर प्रकाश राजपुरोहित ने बताया कि एक्सप्रेस हाइवे प्रोजेक्ट और दक्षिणी रिंग रोड के लिए आगरा रोड पर बगराना के पास दोनों तरफ क्लोवर लीफ का कार्य किया जाना था. इसके लिए कुल 265 संरचनाओं को हटाया जाना था और 14 करोड़ 54 लाख 86 हजार 622 रुपए का मुआवजा अवार्ड जारी किया गया था. क्लोवर लीफ के रैंप 3 एवं 4 का कार्य इसी साल अप्रैल-मई में शुरू कर दिया गया था. इसके बाद रैंप 1 एवं 2 का कार्य शुरू करवाया जाना था.

जिला कलक्टर राजपुरोहित ने बताया कि रैंप 1 एवं 2 व लूप 1 एवं 2 के निर्माण के लिए पाल कॉलोनी, लक्ष्मी मार्केट, चित्रकूट कॉलोनी, बीआर नगर, पंचवटी कॉलोनी आदि क्षेत्र में 220 रहवासी निर्माण को हटाया जाना था. जिसके लिए संबंधित हित पक्षकारों को मुआवजा वितरित किया गया. गत 14 जुलाई को अतिरिक्त जिला कलक्टर (तृतीय) राजकुमार कस्वां, उपखण्ड अधिकारी जयपुर-प्रथम राजेश जाखड़, तहसीदार पुष्पेन्द्र सिंह एवं पटवारी हजारी सिंह नरूका ने मौके पर जाकर प्रभावितों से वार्ता एवं समझाइश की. साथ ही मुआवजा वितरण की भी संपूर्ण जानकारी दी गई तथा उन्हें अवगत करवाया गया कि 19 जुलाई को निर्माण हटाने का कार्य शुरू किया जाएगा. उन्होंने बताया कि 19 जुलाई को मौके पर एनएचएआई को निर्माण सुपुर्द किए गए और एनएचएआई द्वारा मकान व दुकान हटाने की कार्रवाई शुरू की गई. 19 से 22 जुलाई तक सभी निर्माण संरचनाएं एनएचएआई को सुपुर्द कर दी गई हैं. 19 जुलाई से ही एनएचएआई की ओर से निर्माण एवं मलबे को हटाने की कार्रवाई जारी है, जिससे क्लोवर लीफ का कार्य निर्धारित समय पर पूरा किया जा सकेगा. इस पूरी कार्रवाई के दौरान जिला प्रशासन की टीम तथा पुलिस उप आयुक्त कावेन्द्र सागर मय पुलिस टीम मौके पर मौजूद रहे.

विरोध सहमति में हुआ तब्दील: जिला कलेक्टर ने बताया कि मुख्यमंत्री भजनलाल शर्मा के निर्देश पर संपूर्ण कार्रवाई के दौरान मौके पर प्रशासनिक अधिकारियों ने हित पक्षकारों को समझाया गया. आमजन द्वारा किसी तरह का कोई प्रतिरोध नहीं किया गया और निर्माण हटाने की कार्रवाई शांतिपूर्ण तरीके से पूरी की गई.

सितम्बर तक क्लोअर लीफ का काम होगा पूरा: भारतीय राष्ट्रीय राजमार्ग प्राधिकरण के अधीक्षण अभियंता पुष्पेन्द्र सिंह ने बताया कि जिला प्रशासन के सहयोग एवं प्रभावितों की सहमति के बाद प्राधिकरण का प्रयास रहेगा कि आगामी सितंबर, 2024 तक क्लोवर लीफ एवं रैंप का कार्य पूर्ण कर लिया जाए. वहीं, प्रभावित बजरंग लाल ने बताया कि जिला प्रशासन की समझाइश के बाद सभी प्रभावितों ने सहमति से अपने ढांचे हटाए. जिला प्रशासन की ओर से संरचना का मुआवजा भी जारी किया गया है.

यूं आसान होगी राह: बांदीकुई चार लेन ग्रीनफील्ड एक्सप्रेस वे का लगभग 80 प्रतिशत कार्य पूर्ण हो चुका है. एक हजार 368 करोड़ की लागत से बनने वाले 67 किमी. लम्बे लिंक एक्सप्रेस वे का काम सितम्बर 2024 तक पूरा होगा. करीब 56 किलोमीटर लेन का डामरीकरण का कार्य पूरा हो चुका है. एक्सप्रेस वे के बनने से दिल्ली-जयपुर के बीच का सफर तीन घंटे का हो जाएगा.

Centre plans to take up northern Ring Rd under Vision 2047 plan in Jaipur – maritime gateway

The Ministry of Road Transport and Highways (MoRTH) and NHAI are in the process of bringing the northern Ring Road Corridor Project in Jaipur under the Union government’s Vision 2047 plan, instead of the earlier Bharatmala II project.

“There are several doubts on the execution of Bharatamala II projects. And with MoRTH minister Nitin Gadkari taking special interest in the Ring Road corridor project for Jaipur, NHAI and MoRTH are trying out ways to include it in some other programme of the Union government to execute it as fast as possible. In all probability, it may be included in the Vision 2047 programme of the Union government,” said a senior NHAI official.

The Northern Ring Road project is divided into two parts, under which NHAI has to connect two arms of the Ring Road. One arm would be connected from Mahapura area of Ajmer Road, from where the already existing Southern Ring Road starts, and will end at Chandwaji village on Delhi Road. The second arm will connect Chandwaji village to Bagrana village on Agra Road, where the present Southern Ring Road ends.

“Once the Northern Ring Road is completed, the entire corridor will take shape of a ring surrounding the outskirts of the main city. Four important highways on all four sides of the city, the Ajmer Road, the Tonk Road, the Agra Road and the Delhi Road, will be connected with this ring road,” an NHAI official explained.

Officials said that the first arm of the Northern Ring Road – the 52-km stretch between Mahapura and Chandwaji – is the need of the hour. Once this stretch is completed, vehicles will no longer have to travel to the congested 200-Feet Bypass and can reach Delhi Road directly through this corridor from Mahapura itself.

“The second arm – a 44-km stretch between Chandwaji and Bagrana – won’t be that popular. NHAI is constructing a link road for the Delhi Vadodara Expressway between Bagrana and Bandikui exit of the expressway. We don’t feel that Delhi-bound vehicles from Agra Road will travel on the opposite direction through the second arm of the Northern Ring Road. These vehicles would prefer to take the link road and then the expressway at Bandikui to reach Delhi,” another NHAI official opined.

Jaipur: Travel time between Delhi and Jaipur is expected to reduce by at least 45 minutes to an hour by the end of this year, as the National Highways Authority of India (NHAI) is busy constructing a link road to Delhi– Mumbai expressway in Bandikui from Bagrana village just outside city limits. Officials said the Link Road project is as per schedule and is expected to be complete by Dec.

“It’s a green-field project and all land acquisitions have been completed. We are not expecting any new hindrances that may extend the deadline. We will complete it by Dec 2024. It will be up to the ministry to decide on the date when it would be thrown open for vehicles,” Dinesh Kumar Choudhary, the project director of NHAI, told TOI.

Once the link road is complete, people will not have to travel till Dausa through Agra Road to reach the expressway. Motorists can take this link road to the expressway through its Bandikui exit and entry ramp. Even vehicles coming from Ajmer side can take the Southern Ring Road from Mahapura crossing at Ajmer Road and reach the Bagrana end of the ring road, from where a ramp would directly connect to the new link road

“Once this link road is open, vehicles won’t have to travel for almost 90 minutes to reach the expressway in Dausa and then another 20-30 minutes to reach the Bandikui ramps of the expressway. From Bagrana, vehicles can directly reach the Bandikui ramps in around an hour,” said an NHAI official. Spanning across 27 villages in Dausa district and 29 more in Jaipur (Rural) district, the link road will cover a distance of 67 km. The road will have five interchanges with entry and exit ramps in Bhedoli, Khurikurd, Sundarpura, Geela ki Nangal, and Bagrana villages en route.

The expressway will cover over 400 villages across seven districts in Haryana and Rajasthan.

The Delhi-Jaipur Super Expressway (also known as the NH-352B) is a proposed superhighway by the National Highways Authority of India (NHAI), which will connect Gurgaon (Haryana) with Chandwaji (Rajasthan), according to media reports.

The 195.1 km long greenfield expressway is expected to reduce the distance between the two cities by around 40 km and the travel time by around 2-3 hours. At present, the distance between Delhi and Jaipur is 235 km. The super expressway will cover around 423 villages and seven districts, including Gurgaon, Jhajjar, Rewari, Mahendergarh, Alwar, Sikar and Jaipur.

Delhi-Jaipur super expressway route

The Delhi-Jaipur expressway will branch out from NH-48, the section of the Delhi-Gurgaon expressway, near Kherki Daula Toll Plaza and connect with Chandwaji in the Jaipur district. It will comprise six lanes and cover nearly seven districts.

The proposed route of the New Delhi-Jaipur corridor will pass through seven districts in Haryana and Rajasthan:

• Jhaijjar
• Mahendragarh
• Alwar
• Jaipur
• Sikar

Delhi-Jaipur expressway project construction status

The construction work on the Delhi Jaipur expressway has commenced and the NHAI has started the land acquisition process. The project is being developed at a cost of Rs 6,530 crore. Since the major part of the land required for the project is privately owned, the cost of rehabilitation and resettlement is around Rs 5,000 crore. This corridor is expected to be opened in 2027.

Delhi-Jaipur Highway

The Delhi-Jaipur Highway or the NH-48 is a 242-km-long, eight-lane highway, which connects Delhi and Jaipur. The route starts from Kherki Toll Plaza in Gurgaon and ends near Daulatpura Toll Plaza in Jaipur. The highway covers several Industrial Model Townships (IMT) in Haryana and Rajasthan. The road was widened in 2007 as a National Highway passing over 400 villages of 11 tehsils across Haryana and Rajasthan.

In 2024, the NHAI revamped the majority of the Delhi-Jaipur Highway route. A TOI cited a senior NHAI official stating that a road had been recarpeted on both sides of the 155-km stretch from Jaipur to the Shahjahanpur border.

Delhi-Jaipur section of Delhi-Mumbai Expressway

On February 12, 2023, Prime Minister Narendra Modi inaugurated the first stretch of the 1,380-km Delhi-Mumbai Expressway from Sohna (Haryana) to Dausa (Rajasthan). It is an eight-lane access-controlled expressway, expandable to 12 lanes.

The 246-km section will reduce travel time from Delhi to Jaipur to just 3 hours from the current 5 hours. Developed at the cost of over Rs 12,150 crore, the section will be directly linked with the Delhi-Mumbai Expressway from DND Flyway to Jaitpur, from Jaitpur to Ballabhgarh and from Ballabhgarh to Sohna. The section will serve as an alternative route to the Delhi-Jaipur highway.

Union Road Transport and Highways Minister Nitin Gadkari has said that electric bus service will be started by laying electric cable on the Delhi-Mumbai Express National Highway. The distance from Delhi to Jaipur will be covered in two hours, and its fare will be 30% less than that of a diesel bus. He said that the government plans to construct a 67-kilometre four-lane expressway from Bandikui to Jaipur for Rs 1,370 crore. The project is expected to be completed by November 2024.

Gadkari further said the Delhi-Mumbai Express highway is the first in Asia and the second in the world on which we have built an animal overpass so that animals do not have to cross the road. He expressed satisfaction with the government’s efforts to make Rajasthan roads at par with international standards.

Delhi-Jaipur expressway to get easy connectivity to Dwarka Expressway

The Delhi-Jaipur Super expressway will start from the Kherki Dhaula Toll Plaza located on the Dwarka Expressway in New Gurgaon. The Dwarka Expressway is an eight-lane expressway spanning 27.6 km that will provide connectivity between Delhi and Gurgaon. The upcoming Delhi-Jaipur Super Expressway, which will start from the Kherki Dhaula end of the Dwarka Expressway, will enable easy accessibility to Delhi and reduce traffic congestion.

JDA okays Rs 58cr for projects, set to build chaupar, gate at Rs 7cr

The Project Works Committee (PWC) of the Jaipur Development Authority (JDA) on Saturday approved works worth Rs 58 crore. This included a a fund of Rs 7 crore to construct a few structures in the upcoming New Heritage City located on Agra Road.

This included a a fund of Rs 7 crore to construct a few structures in the upcoming New Heritage City located on Agra Road. “JDA would construct a chaupar, on the lines of the Badi Chaupar, and a in the New Heritage City on Agra Road.

For these two constructions Rs 7 crore had been approved,” said a JDA official. This is Joga Ram’s first PWC meeting after he became the JDA commissioner. In this meeting, approval had been given to spend Rs 5 crore to prepare a detailed project report for construction of the proposed elevated corridor from Jawahar Nagar to Rotary Circle. Administrative and financial approval of Rs 10 crore was also given in the meeting for the works related to the new master plan of the city. “In addition Rs 2.26 crore had been approved for construction of a road from Gandhi Circle to Kendriya Vidyalaya Number three and another Rs 15.12 crore had been approved on the operation and maintenance of Ralavata Sewerage Treatment Plant and another 7.56 crore will be spent for development works in Nahargarh Biological Park,” a JDA official added. Another Rs 6.98 crore will be spent on construction of roads in Adarsh Nagar, Sethi Colony and Jawahar Nagar.

जेडीए अधिकारियों ने कर दी गड़बड़ी, न्यू हैरिटेज सिटी की फिर जारी होगी अधिसूचना !

जयपुर। जयपुर विकास प्राधिकरण के अधिकारियों की एक बार फिर कार्य प्रणाली पर प्रश्न चिन्ह लगा है। सरकार ने जिस न्यू हैरिटेज जयपुर की घोषणा की है, उसके लिए एक बार फिर अधिसूचना जारी हो सकती है। इसकी वजह योजना के क्षेत्रफल में कमी को बताया जा रहा है। पहले योजना का कुल क्षेत्रफल 8.25 वर्गकिमी था और उसके अनुसार ही अधिसूचना जारी की गई थी, लेकिन जब मौके पर जांचा गया तो पता चला कि कुछ क्षेत्र इकोलॉजिकल जोन में आ रहा है, जिसकी वजह से योजना के क्षेत्रफल को घटाकर 6.20 वर्गकिमी कर दिया गया है। इस वजह से दोबारा अधिसूचना जारी होगी। पहले जेडीए ने 29 सितंबर, 2022 को योजना की अधिसूचना जारी की थी। गौरतलब है कि यूडीएच मंत्री शांति धारीवाल ने शनिवार को ही योजना में मिलने वाले पट्टे और फाइल के प्रारूप का डिजाइन लॉन्च किया था। साथ ही शहरवासियों को शहर के नजदीक हैरिटेज सिटी की सौगात दी थी।

2010 में आई थी नए जयपुर की संकल्पना

अशोक गहलोत सरकार के समय ही दिवाली पर 2010 में आगरा रोड पर नए जयपुर की संकल्पना की गई थी। लेकिन यह पूरी नहीं हो पाई और सरकार बदल गई। इसके बाद राज्य सरकार ने इसे दो टुकड़ों में बांटकर हैरिटेज और ग्रीन सिटी बनाने की घोषणा की। मगर यहां भी इकोलॉजिकल जोन होने की वजह से ग्रीन सिटी नहीं बन पाई। अब इकोलॉजिकल जोन का कुछ हिस्सा निकालकर हैरिटेज सिटी की घोषणा की गई है।

परकोटा से 9 किमी दूर है योजना

न्यू हैरिटेज सिटी की परकोटा से दूरी नौ किमी है। इसमें परकोटा की तरह नौ दरवाजा, नौ चौकड़ियां बनाई गई है। चारदीवारी की तरह ही यहां चार मीटर के बरामदे होंगे। साथ ही मकानों में चौक का भी प्रावधान किया गया है। इसके अलावा फ्रंट और साइड सेटबैक यहां नहीं होंगे। भूमि का उपयोग मिश्रित होगा। यानि नीचे दुकान और उपर मकान बनाए जाएंगे। पूरी सिटी में जयपुर पिंक रंग ही किया जा सकेगा।

रिंग रोड के नजदीक न्यू हेरिटेज सिटी के लिए जेडीए जल्द शुरू करेगा सडक़, दरवाजे और चौपड़ बनाने का काम

करीब सवा लाख स्क्वायर मीटर में बनेंगी 9 चौपड़

जयपुर। जेडीए की ओर से रिंग रोड के नजदीक जल्द ही हेरिटेज सिटी का काम धरातल पर नजर आने लगेगा। इसके लिए जमीनों का सर्वे कर सडक़, बरामदे, दरवाजे, चौपड़ बनाने की जगह चिह्नित कर ली गई है। अब सडक़ सहित अन्य कामों को लेकर प्रस्ताव बनाए जा रहे हैं। खास बात यह है कि यहां पर जेडीए करीब 109001.6 स्क्वायर मीटर में 9 चौपड़ बनाएगा।

जानकारी के अनुसार जेडीए आगरा रोड पर रिंग रोड साउथ के आसपास करीब 3300 बीघा में परकोटे की तर्ज पर हेरिटेज सिटी डवलप करेगा। प्रस्तावित हेरिटेज सिटी के मुख्य प्रावधान और रोड नेटवर्क प्लान को टाउन प्लानिंग ने मंजूरी दे दी है। इसमें प्राइवेट डवलपर निजी खातेदारी जमीनों पर योजनाएं डवलप कर सकेंगे। इस पूरी योजना का लैंड यूज मिक्स माना जाएगा और आवासीय, व्यावसायिक व संस्थानिक योजनाओं को नियामानुसार दी जाएगी।

यह खास होगा हेरिटेज सिटी में

हेरिटेज सिटी दक्षिण रिंग रोड के पश्चिम दिशा में पार्ट-ए और पूर्वी दिशा में पार्ट-बी माना जाएगा। हेरिटेज सिटी में चारदीवारी की तर्ज पर बरामदे, 9 चौपड़, 6 एंट्री गेट बनाए जाएंगे। इसमें मुख्य सडक़ें 30 मीटर चौड़ी होंगी और इंटर कनेक्ट सडक़ की चौड़ाई 30 मीटर से कम होगी। यहां बिल्डिंग की ऊंचाई 15 मीटर ही रहेगी, इसमें बेसमेंट, ग्राउंड फ्लोर के साथ 3 मंजिला बिल्डिंग बनाई जा सकेंगी। पहले यह योजना 13 वर्ग किमी में प्रस्तावित थी, लेकिन 4.75 वर्ग किमी एरिया इकोलॉजिकल से प्रभावित होने से योजना का दायरा घटाकर 8.25 वर्ग किमी रखा गया है। 6 मुख्य प्रवेश द्वारों का नाम स्वंत्रता सेनानियों, महापुरुषों, जयपुर और राजस्थान के इतिहास के बिंदुओं को ध्यान में रखकर रखा जाएगा। हेरिटेज सिटी के लगते इकोलॉजिकल एरिया में पहाड़ी पर सेंट्रल पार्क, रीजनल पार्क की तर्ज पर बॉयोडायवर्सिटी पार्क जेडीए विकसित करेगा। हेरिटेज सिटी में गोविंदपुरा रोपाड़ा, खोरी, हीरापुरा, लखेसरा, हिंगोनिया और भटेसरी का एरिया शामिल है।

हेरिटेज सिटी को लेकर जमीन का सर्वे कर सडक़, दरवाजे, बरामदे आदि की जगहों को चिह्नित कर लिया गया है। सर्वे रिपोर्ट संबंधित जोन एक्सईएन को दी जा चुकी है। हेरिटेज सिटी में 50-60 पट्टे भी जारी किए जा चुके हैं। एक प्राइवेट कॉलोनाइजर की योजना को स्वीकृति दी जा चुकी है।

मास्टर प्लान में प्रस्तावित एक और हैरिटेज सिटी का सपना जल्द साकार होगा. आगरा रोड पर रिंग रोड साउथ के आसपास करीब 3300 बीघा में परकोटे की तर्ज पर हैरिटेज सिटी डवलप की जाएगी.

Jaipur: 12 साल पहले कांग्रेस सरकार की ओर से की गई न्यू हैरिटेज सिटी की घोषणा को मुर्तरूप देने की तैयारी की जा रही हैं. परकोटे से करीब नौ किलोमीटर दूर आगरा रोड पर न्यू हैरिटेज सिटी विकसित की जाएगी. जिसमें अपनी अनूठी विरासत व स्थापत्य कला के लिए विश्वभर में प्रसिद्ध जयपुर शहर के परकोटा क्षेत्र की झलक देखने को मिलेगी. करीब 6.20 वर्ग किलोमीटर क्षेत्र में जयपुर विकास प्राधिकरण इस इलाके में परकोटे की विरासत और स्थापत्य कला की तर्ज पर हैरिटेज सिटी योजना विकसित करेगा.

 

मास्टर प्लान में प्रस्तावित एक और हैरिटेज सिटी का सपना जल्द साकार होगा. आगरा रोड पर रिंग रोड साउथ के आसपास करीब 3300 बीघा में परकोटे की तर्ज पर हैरिटेज सिटी डवलप की जाएगी. जेडीए ने प्रस्तावित हैरिटेज सिटी के मुख्य प्रावधान और रोड नेटवर्क प्लान को टाउन प्लानिंग ने मंजूरी दे दी है. इसमें प्राइवेट डवलपर निजी खातेदारी जमीनों पर योजनाएं डवलप कर सकेंगे.

 

इस पूरी योजना का लैंड यूज मिक्स माना जाएगा और आवासीय, व्यवसायिक व संस्थानिक योजानाओं को नियामानुसार दी जाएगी. यूडीएच मंत्री शांति धारीवाल ने आज न्यू हैरिटेज सिटी योजना के लिए भूमि का पट्टे का प्रारूप,पट्टे के लिए आवेदन और फाइल कवर का नया प्रारूप और विशेष लोगों का विमोचन किया. धारीवाल ने कहा की परकोटे से करीब नौ किलोमीटर दूर से न्यू हैरिटेज सिटी 6.20 वर्ग किलोमीटर में विकसित की जाएगी.

 

जिसमें हैरिटेज सिटी में चारदीवारी की तर्ज पर बरामदे नौ चौकड़ी, 9 चौपड़, 6 एंट्री गेट बनेंगे. बिल्डिंग की ऊंचाई 18 मीटर ही रहेगी, इसमें बेसमेंट, ग्राउंड फ्लोर के साथ 3 मंजिला बिल्डिंग बनाई जा सकेगी. पहले यह योजना 13 वर्ग किमी में प्रस्तावित थी लेकिन 4.75 वर्ग किमी एरिया ईकोलॉजिकल और 2.05 वर्ग किलोमीटर एरिया रिंग रोड से प्रभावित होने से योजना का दायरा घटाकर 6.20 वर्ग किमी रखा गया है.

पार्ट-ए और पार्ट-बी में डवलप होगी न्यू हैरिटेज सिटी

-हैरिटेज सिटी दक्षिण रिंग रोड के पश्चिम दिशा में पार्ट-ए और पूर्वी दिशा में पार्ट-बी माना जाएगा.

-हैरिटेज सिटी में मुख्य 30 मीटर चौड़ी सड़कों, बरामदों, मुख्य एंट्री गेट, चौपड़ों का डिमार्केशन व निर्माण जेडीए करेगा.

-9 चौपड़, 6 मुख्य प्रवेश द्वारों का नाम स्वंत्रता सेनानियों, महापुरुषों, जयपुर और राजस्थान के इतिहास के बिंदुओं को ध्यान में रखते हुए होगा.

-हैरिटेज सिटी के लगते इकोलॉजिकल एरिया में पहाड़ी पर सेंट्रल पार्क, रीजनल पार्क की तर्ज पर बॉयो डायवर्सिटी पार्क जेडीए विकसित करेगा.

– योजना की मुख्य सड़कें 18 मीटर से 36 मीटर चौड़ी होंगी.

-36 मीटर चौड़ी सड़कों के सहारे मिश्रित भू उपयोग के भूखंड होंगे.

-कुल संस्थानिक भूखंड 18, वाणिज्यिक भूखंड 27 और पार्किंग स्थल 72 होंगे.

-प्रत्येक चौकड़ी में दो पार्क के अनुसार योजना में कुल 18 पार्क होंगे.

-200 से 750 वर्गमीटर तक के भूखंडों पर 10% अथवा 20 वर्गमीटर जो भी अधिक हो,उसके अनुसार चौक रखे जाएंगे.

-योजना में स्थित भूखंडों पर अधिकतम 18 मीटर ऊंचाई तक के भवनों का निर्माण किया जा सकेगा.

-भवनों के फसाड पर जयपुर की चारदीवारी की तर्ज पर गेरूआ रंग किया जाना जरूरी होगा.

हैरिटेज सिटी योजना के तकनीकी प्रावधान

-हैरिटेज सिटी में किसी भी योजना का आकार 5 हैक्टेयर से कम नहीं होगा.
-योजना के कुल क्षेत्रफल के 10 प्रतिशत में पार्क रखना जरूरी होगा.
-कुल क्षेत्रफल का 7 प्रतिशत पब्लिक फैसेलिटी और 3 प्रतिशत भूमि पब्लिक यूटिलिटी के लिए रखना जरूरी.
-योजना के सेलेबल एरिया का 10 प्रतिशत हिस्सा मेजर इकॉनोमिक एक्टिवटीज के लिए रखना अनिवार्य होगा.
-हैरिटेज सिटी योजना में 8 हैक्टेयेर व इससे बड़ी योजनाओं को पायोनियर प्रोजेक्ट माना जाएगा.
-न्यूनतम एक पायोनियर प्रोजेक्ट जेडीए और न्यूनतम एक पायोनियर प्रोजेक्ट निजी विकासकर्ता विकसित करेंगे.
-ऐसे प्रोजेक्ट के लिए निजी विकासकर्ता को हैरिटेज एक्सपर्ट की सेवाएं लेनी होगी.
-ऐसे प्रोजेक्ट के लिए सभी तरह की स्वीकृतियां फास्ट ट्रेक सिस्टम में तीस दिन में देनी होगी.

यूडीएच मंत्री शांति धारीवाल ने कहा की 2010 में हमारी की कांग्रेस की सरकार के समय आगरा रोड व खो नागोरियान इलाके में नया जयपुर योजना प्रस्तावित की गई थी. किन्हीं कारणों के चलते यह योजना क्रियान्वित नहीं हो पाई. इसके बाद सितंबर 2011 में राजधानी का नया मास्टरप्लान 2025 लागू किया गया. तब मास्टरप्लान में इस योजना के क्षेत्र को स्पेसिफिक डवलपमेंट एरिया के तौर पर अंकित किया गया. इसके बाद यह तय किया गया कि इस योजना क्षेत्र को दो अलग-अलग योजना ग्रीन सिटी व हैरिटेज सिटी के तौर पर विकसित किया जाएगा. हैरिटेज सिटी योजना के विकास के मापदंड तय करने के लिए बैठकों के कई दौर हुए. इसके बाद जेडीए ने योजना के मुख्य प्रावधान और रोड नेटवर्क प्लान लागू किया है.

बहरहाल, जेडीए की ओर से इस योजना के मापदंडों में बदलाव किए गए हैं. योजना को लेकर इस 29 सितंबर को जारी अधिसूचना में कहा गया था कि यहां 18 से 30 मीटर चौड़ी सड़कें होंगी लेकिन अब यहां अधिकतम 36 मीटर चौड़ी सड़कों का प्रावधान किया गया है. इसी तरह इस अधिसूचना में भवनों की अधिकतम ऊंचाई 15 मीटर निर्धारित की गई थी. इसे भी बढ़ाकर अब 18 मीटर कर दिया है. योजना का आकार रिंग रोड परियोजना का एरिया घटाने के बाद 8.25 वर्ग किलोमीटर से 6.20 वर्ग किलोमीटर कर दिया गया है. ऐसे में जेडीए अब जल्द ही संशोधित अधिसूचना जारी करेगा.

Almost declared as vested, the Harigarh project has generated as huge response since the Heritage Pink City project was announced in September.

“A few years ago, we had taken up the Harigarh Township project in Bagrana on Agra Road.

But there were no takers for this project. But since the Heritage City project was declared in September, there’s huge response for the Harigarh Township. In the last few months, real estate developers had started buying plots and most plots had been booked already,” said a senior JDA official. Officials said there were not much response about the Harigarh Township among people because there were lot of misconceptions among people about this project. People were apprehensive about the future of this project as it is at a close proximity to Naharagrh Ecological Zone and, for this, about the future of this project. 

But now, since a bigger project of New Heritage City got sanctioned and JDA has designed a masterplan that would change the topography of the area to a great extent, people have started showing interest in the Harigarh Township project as it is at a close proximity to Naharagrh Ecological Zone a for this, about the future of this project.

Officials said there is a lot of interest among residents in the districts of Dausa, Bharatpur, Karauli, Dholpur which are connected to Agra road for this project. In addition, residents on the outskirts of Jaipur staying on both sides of Agra Road are also showing interest in this planned township. “A big real estate company has already started developing private holdings in this township and is expected to start bookings of their projects within the next six months. This township can be considered as the first phase of the Heritage City project in future,” the official added.

जयपुर. राजधानी के परकोटा की तर्ज पर जयपुर विकास प्राधिकरण आगरा रोड के दक्षिण में रिंग रोड के दोनों तरह ‘न्यू हेरिटेज सिटी’ विकसित करने जा रहा है. जयपुर मास्टर विकास योजना 2025 में इस विशिष्ट योजना का क्षेत्रफल 13 वर्ग किमी प्रस्तावित है. जिसमें से आंशिक क्षेत्र इकोलॉजिकल और रिंग रोड के अन्तर्गत है. ऐसे में अब योजना को दो ब्लॉक में बनाया जाएगा. जिसमें एक 3.63 वर्ग किलोमीटर का जबकि दूसरा 2.57 वर्ग किलोमीटर का होगा. शनिवार को यूडीएच मंत्री शांति धारीवाल ने हेरिटेज सिटी के विशेष लोगो, पट्टे के प्रारूप, आवेदन पत्र, हेरिटेज रुप में तैयार पत्रावली का विमोचन किया.

न्यू हेरिटेज सिटी का विकास जयपुर विकास प्राधिकरण और निजी विकासकर्ताओं की ओर से जयपुर शैली के एलिमेंट्स और (JDA will develop new heritage city in Jaipur) नगर नियोजन पद्धति का समावेश करते हुए किया जाएगा. यूडीएच मंत्री शांति धारीवाल ने बताया है कि योजना में न्यूनतम एक प्रोजेक्ट जेडीए और न्यूनतम एक प्रोजेक्ट निजी विकासकर्ता की ओर से क्रियान्वित किया जाएगा. इस योजना में सभी प्रकार की आधारभूत सुविधाओं और जन सेवाओं से संबंधित संरचनाओं का प्रावधान रखते हुए एकल (जेडीए) और संयुक्त रूप (विकासकर्ता) से विकसित की जाएगी. इस योजना को मिश्रित भू-उपयोग को आधार मानकर मूर्त रूप दिया जाएगा.

धारीवाल ने बताया कि धरातल पर पिंकसिटी, जयपुर का प्रतिरूप बनाने के परिपेक्ष्य में इस योजना में नौ चौकड़ी, नौ दरवाजे, चौड़ी सड़के, चौकड़ी पार्क के साथ आवासीय, वाणिज्यिक, संस्थागत, मिश्रित भू-उपयोग नियोजित रूप में विकसित किए जाएंगे. जिससे जयपुर की विशिष्टता को आधुनिक परिपेक्ष्य में विकसित किया जा सके.

सैटबेक – योजना में 30 मीटर चौड़ी मुख्य सड़कों पर व्यावसायिक/मिश्रित भू-उपयोग के भूखण्डों में आगे और साईड सैटबेक शून्य रखे जाएंगे. जबकि पीछे स्थित सड़क की तरफ का सैटबेक भवन विनियम के अनुसार रखना होगा. भूखण्ड के प्रथम तल पर बरामदे के बाद न्यूनतम 3 मीटर के टेरेस का प्रावधान रखा जाना होगा.

योजना की अन्य आंतरिक सड़कों (30 मीटर से कम चौड़ी) के आगे, पीछे और साईड सैटबेक का निर्धारण अलग से किया जाएगा. 200 मीटर से लेकर 750 वर्गमी तक क्षेत्रफल के भूखण्डों में कोर्टयार्ड का प्रावधान रखे जाने के दृष्टिगत दोनों साईड सैटबेक शून्य रखे जाएंगे. साथ ही अधिकतम ऊंचाई 15 मीटर होगी.

योजना की मुख्य सड़कों (30 मीटर चौड़ी) के भूखण्डों की भवन निर्माण सामग्री और एलिवेशन, हेरिटेज सिटी के लिए जारी की जाने वाली Building Construction Material, Facade control guideline के अनुसार रखे जाएंगे.

योजना की क्रियान्विति: यूडीएच मंत्री ने बताया कि हेरिटेज सिटी की योजनाओं और भूखण्डों के लिए अलग से पत्रावली हैरिटेज लुक में तैयार की गई है. इस योजना के लिए अलग से 90-ए का प्रारूप तैयार किया गया है. योजना के लिए अलग से पट्टे का प्रारूप तैयार किया गया है. मुख्य सड़कों का डिमार्केशन प्राथमिकता के आधार पर जेडीए की ओर से किया जाएगा. इसके बाद मुख्य सड़कों का निर्माण कराया जाएगा. मुख्य सड़कों के सहारे प्रस्तावित दुकानों और बरामदों का निर्माण टाईप डिजाईन के अनुसार किया जाएगा. सभी नौ चौपड़ और नौ मुख्य द्वारों का निर्माण भी टाईप डिजाईन के अनुसार ही किया जाएगा.

उन्होंने स्पष्ट किया कि यदि किसी सोसाइटी ने यहां पर पूर्व में पट्टे काटे हुए हैं तो उन्हें भी नियमों को फॉलो करना होगा. वहीं हिरमिच रंग बनाने को लेकर उन्होंने कहा कि किसी किसी मकान में कुछ रंग बदल जाता है. अभी भी काफी जगह ये रंग बरकरार है. इसी को नई हेरिटेज सिटी में भी लागू किया जाएगा नई हेरिटेज सिटी बनने के बाद यहां की चौकड़ी और चौपड़ का नामकरण भी कर दिया जाएगा.

शांति धारीवाल ने कहा कि निजी विकासकर्ता PIONEER project के तहत एक चौपड़, एक मुख्य सड़क और एक मुख्य द्वार का निर्माण प्राथमिकता के आधार पर किया जाएगा. हेरिटेज सिटी योजना के भवन विनियम, भूखण्डों के लिए टाईप डिजाइन और हेरिटेज एलिमेंट्स जयपुर शैली में हेरिटेज विशेषज्ञों/वास्तुविदों की ओर से तैयार किया जा रहा है. वहीं मुख्य सड़कों के सहारे स्ट्रीट फर्नीचर हेरिटेज शैली में बनाए जाएंगे. मुख्य सड़कों पर एक ही तरह के वृक्ष विशेषज्ञों की ओर से सुझाए अनुसार सुन्दरता और एकरूपता बनाने के लिए लगाए जाएंगे.

बता दें कि इस योजना में जयपुर विकास प्राधिकरण की लगभग 30 हेक्टेयर भूमि उपलब्ध है. जिस पर जेडीए प्राथमिकता से योजना की क्रियांविति करेगा. वहीं जेडीए इस योजना से लगती हुई 12 हेक्टेयर भूमि जो कि पहाड़ी के आकार की है, वहां पर पर्यावरण की दृष्टि से सिटी लेवल पार्क (बॉयो-डायवर्सिटी पार्क) विकसित करेगा.
